My girlfriend wears lingerie everywhere. Is that normal?

I don't mean lingerie as in a whole outfit.. But like a garter.. Or a lacy bra.. Underneath her summer dress. Even when we're not together and she goes to school, she still wears them. Is she enticing someone else?
